Bernstine: DEP Must Act on Rolling Valley Estates Water Crisis

HARRISBURG - State Rep. Aaron Bernstine (R-Butler/Lawrence) today called on the Pennsylvania Department of Environmental Protection (DEP) to use its full enforcement authority against Stackhouse Management LLC and affiliated Jones Estates entities over the water crisis at Rolling Valley Estates in Connoquenessing Township.

Since Aug. 24, residents of the manufactured home community have been without reliable clean, potable water after service was shut off without notice. Residents have reported brown, discolored water, and no restoration timeframe has been provided by management. Communication with residents and local officials has been inadequate.

“These residents have gone nearly two weeks without safe water, and the company responsible has offered no plan, no timeline, no backup supply,” said Bernstine. “That is unacceptable, and it is time for DEP to act.”

Bernstine is pressing DEP to require prompt correction of the conditions and to assess civil penalties for continuing violations daily where authorized by law. He is also seeking guidance on whether the township can obtain authority or assistance to pursue a permanent solution, including connecting Rolling Valley Estates to a regulated public utility such as Pennsylvania American Water.

“Safe water is not a luxury,” said Bernstine. “It is a basic expectation, and these residents have been failed repeatedly.”

This is not an isolated incident. Water quality and service interruptions have been a recurring problem at Rolling Valley Estates, and Bernstine said temporary fixes followed by repeated failures will not be tolerated.
